Exam and official alignment
A1 has no Estonian state language exam. A2est A1 is a foundation band that prepares you toward the HARNO A2 exam track. Official Estonian proficiency exams at A2, B1, B2, and C1 are regulated under Riigi Teataja; A1 is the honest first rung before those exams.

How long does the A1 course take?
