C1 is an official Estonian state language exam (Riigi Teataja / HARNO framework). C2 has no state exam. The C1 Pass includes C2 supplementary content for mastery work after C1 - style, idioms, literature, and register.

What does the C1 Pass include?
C1 syllabus access, every lower band (B2 through A1), wallet credit for metered extras, and C2 supplementary mastery content. There is no separate C2 fee.
Is C1 a state exam level?
Yes. C1 is an official Estonian proficiency exam. A2est prepares you; the certificate comes from the official exam process.
How long does C1 take?
The C1 band alone is about 40+ study hours. With the full unlocked ladder including C2, plan on roughly 250+ study hours if you work through everything.
Do I need C1 for citizenship?
No. Citizenship language requirements use B1. Choose C1 for advanced professional or academic goals, not for the citizenship minimum.
How do I register for the C1 exam?
Register via the official HARNO / state exam channels. Course completion on A2est is preparation, not exam registration.
Where should I start if I am unsure?
Take the placement check. Many learners land in B1 or B2 before C1; buying a higher pass still keeps lower bands available.
